The Federal Law On Customs Regulation in the Russian Federation

FL No. 311-FZ On Customs Regulation in the Russian Federation was signed on November 27, 2010 and came into force on December 29, 2010. This law establishes the principles of organization of the customs authorities’ activity, their obligations, functions and responsibility.

The law passed describes the principles of transmission of goods when importing the goods to and exporting the goods from the Russian Federation and transporting the goods within the territory of the Russian Federation under customs supervision, the Rules for determination of the country of origin of the goods and the procedure for customs formalities in the context of work of the Customs Union. The term of release of goods has been reduced. Now the goods shall be released within two days from the date of registration of the customs declaration, and the goods not subject to export customs duties shall be released just within four hours from the date of registration of the customs declaration.

Simplification of customs procedure in case of export of high-technology equipment and import of parts for its creation is provided for separately. The law also established the requirements to the customs carriers, customs brokers, bonded warehouses owners, duty free shops owners and other participants of foreign economic activity.
